זכויות וחובות אזרחיות ומינימום אזרחי, שמאגד ומחבר אזרחים במדינות דמוקרטיות באמצעות מנגנוני חינוך, הם כורח השעה ומשימה ראויה לדמוקרטיות מתועשות בכלל, ולחברה הישראלית מרובת השסעים בפרט.
