בחוק ההסדרים 1998 נקבע, כי חובה על הקופה לקבל כל פונה ללא הגבלות או החרגות בכיסוי, כי גובה הפרמיה לא ישקף את הסיכון האישי לחלות, כי לא תהיה התניה של שירותי הסל הבסיסי בשב"ן, וכי התוכניות ינוהלו כמשק כספי נפרד (התקציר מתוך המאמר)
