כתובת הליודורוס מתעדת את מינוי של כהן גדול או אחראי על המקדשים של כל הסטראפה של קוילה-סוריה ופיניקיה. כתב המינוי הועתק על אסטלות אבן שהוצבו בכל מקדש ומקדש. במרשה לכל הפחות עקבו אחרי הוראת המלך כלשונה.
