Abstract
מילוי החובה להגן על חייהם של פועלי בניין איננה רק שאלה של משפט מינהלי, דיני עבודה, משפט פלילי או דיני הנזיקין. זו גם שאלה חוקתית, שבמרכזה הבדיקה אם המדינה מילאה אחר החובה להגן על הזכות לחיים. המאמר מתמקד בפסק הדין בפרשת קו לעובד שעסק בשאלה טכנית לכאורה: מדיניות הפרסום ברבים של צווי הבטיחות שמפקחי עבודה מטעם משרד העבודה מוציאים המצביעים על ליקויי בטיחות מסוכנים במקומות עבודה אחרי שערכו בהם ביקורת.
