Abstract
המאמר דן בהצעת החוק שהוכנה על ידי ועדת המשנה לחוקי יסוד של ועדת החוקה, חוק ומשפט של הכנסת. המחבר טוען כי למרות שאינה מושלמת וטעונה תיקונים רבים, חשיבותה העיקרית היא בעצם קיומה, וניסוחה מהווה צעד חשוב לקראת השלמת חוקת המדינה.
