משלושה מחקרים שערך המכון אין עולה מסקנה נחרצת באשר לשאלה אם לכלול זכויות חברתיות בחוקה. במקום זאת עולים מניירות אלו ומהלימוד שהיה כרוך בהכנתם נימוקים בעד הכללת זכויות חברתיות בחוקה ונגדה. המסקנה הסופית היא פועל יוצא של שקלול וסיכום הטיעונים הללו.
