הקמתו של אתר מוקף חומה מצביעה על יכולת לוגיסטית וכלכלית מרשימה. עולה השאלה: האם הקמת האתר הייתה קשורה גם לגורמים צבאיים או מנהליים? שכן מן המקום יש תצפית נרחבת, בעיקר לכיוון מערב.
