המאמר מתאר את פועלו של פרופ. יואב כסלו מבכירי הכלכלנים החקלאיים בישראל וכלכלן משאבי המים. יואב התווה רעיונות מרכזיים במחשבה הכלכלית על משק המים בישראל באקדמיה ומחוצה לה.
