Abstract
לאחר מספר שנים שבהן המגמה העיקרית של המדיניות הייתה לפגוע במערכת הביטחון הסוציאלי ולפעול להקטנת ההוצאות בעבורה, התגבשה ההכרה שיש לפעול לשיקום המערכת. (תקציר מתוך המאמר).
