Abstract
שלטון החוק ועקרונות החוקתיות אינם מושעים בעת משבר ומצב חירום. לצד תפקידה המרכזי בהגנה על הציבור מפני איום הקורונה ומיתון התפשטות המחלה, על המדינה ומוסדותיה לעשות כל מאמץ להגשים ככל האפשר את ההגנה החוקתית ושמירת העקרונות אליהם מחויבת דמוקרטיה ליברלית. (מתוך המאמר)
