Abstract
המילים "מחבל" ו"פיגוע טרור" משמעותן קשה . מבחינה חוקית ומשפטית מדובר בעבירה פלילית המופיעה בחוקי מדינת ישראל, אך פעולות טרור זוכות להתייחסות שונה, מיוחדת, הן בעניין המחבל ובעיקר בהתייחס לנפגעי פעולות טרור, משפחותיהם ושאיריהם . פרק זה מציג שלבים בהתפתחות המדיניות הממלכתית בישראל בהתייחס לנפגעי פעולות איבה .
