Abstract
המאמר מנתח את הלקחים משלב ההכרזה על מצב חירום ואת שלב החקיקה במצב זה. הכותבים סבורים כי גם אם מתקיים מצב חריג ונדיר שבו הכנסת במלואה אינה יכולה לתפקד, אין בכך סוף פסוק המחייב העברת הכוח לממשלה. ראוי לאמץ במקרה כזה פיתרון של "כנסת זוטא לשעת חירום". (מתוך המאמר)
