Abstract

Italy, Japan and New Zealand are not the only countries to have overhauled their electoral systems recently. During recent years pure party list proportionality has contributed to unstable government in Israel. The following article describes a unique reform whereby the country ‘will encompass aspects of both presidential and parliamentary regimes’.
