Abstract
We borrow the Jaco-Shalen-Johannson notion of characteristic submanifolds from 3-dimensional topology to study cyclic splittings of finitely presented groups. The canonical JSJ decomposition we construct generalizes the one introduced in [Se1] for (Gromov) hyperbolic groups.
