Abstract

"The object of this paper is the presentation and analysis of the political values that are expressed in Soviet emigration policy. Underlying this is an attempt to discern points of change in these values, in particular through the post-World War II history of the USSR. Our concluding point will be the new law on entry and exit from the USSR, pending before the Supreme Soviet [in 1991] with its passage promised in the nearest future."
