Abstract
The former Soviet Union spans 11 time zones. Although much of this space is uncultivatable tundra and taiga, its arable land endowment is 7 times that of East Central Europe, and its rural population is three times as large as that of its former socialist neighbours to the West (FAO, 1994). Land was nationalised in Russia and other parts of the Russian empire within days of the Bolshevik revolution in October 1917. The famous Decree on Land, transferring all land to the state and prohibiting private land ownership, was one of the first two decrees adopted by the new revolutionary government (the other decree put an end to Russia’s involvement in World War I).
