Abstract

There is symmetry between an aggressive state comptroller and the state it is charged with criticizing. The strength of the state appears in its leverage on the national economy, its demands on citizens for national service, extensive social services, and the reach of its laws into issues that elsewhere are likely to be more completely in the private sector. The character of the state comptroller appears in its formal powers and the assertiveness of the individuals who have headed the institution in recent years.
