Abstract

Based on a conceptualization of essential components of welfare institutions, difficulties in relationships between public welfare and the social work profession are discussed and documented. A tendency by social workers to undervalue purpose-method correspondence and method efficacy as criteria in choosing practice methods is seen as contributing to alienation between public welfare and social work. Three purposes of practice that may clarify the relationship between social work and public welfare are identified and also suggested as dimensions for reorganizing professional curricula.
