Abstract

Data economy harms are legitimized by flawed regulatory paradigms for privacy and slow responses to privacy violations. We propose an adaptive regulatory system based on contextual integrity with three learning cycles: designing regulations, real-time monitoring and enforcement, and ongoing evaluation.
