Abstract

The paper presents organizational reforms in human service organizations.It analyzes the driving and restraining forces, barriers, difficulties, and dilemmas in implementing comprehensive reforms in organizations in general and in human service organizations in particular.The paper analyses the reasons for the partial success and failure in implementing reforms and call for rethinking comprehensive organizational reforms vs.implementing incremental changes. Implications for research, theory, policy, and practice are presented and discussed.
