Abstract
A sufficient condition for large domain unbiased rainfall is a Z-R relation that matches correctly the median volume rain intensity, regardless of the slope. However, point rain intensities can still be systematically grossly erroneous, typically underestimating the high intensities and overestimating the low intensity rainfall. This can lead to underestimation of local flash floods risk, and overestimation of the stratiform component of the rainfall.
