Abstract

Movement towards a new international order must take into account the fact that national governments are presently the only agencies with sufficient influence to create change in this direction. However, their capacities in this regard are circumscribed, and some governments are even malicious in intent. Solutions rest with the creation of global policy planning institutions. Latin America is an appropriate place for this process to begin.
