Abstract

Peace initiatives and peace agreements constitute drastic and often sudden breakpoints in states’ relations with their neighbours. This is especially the case when the stakes are highest, are most central to core values and interests, and have the potential to spill over into the widest range of associated areas. This state of affairs is particularly applicable to protracted conflicts.
