Abstract
In this paper some tendencies in health system policy that appear to be
converging across European health systems are discussed. Based on the first
section, which introduces some concepts and approaches related to comparative health system analysis, several examples are explored in the second
section: choice, capitation, contracting (taken as a group), and rationing of
health care. The discussion deals with the paradox of convergence and divergence in the dynamics of health systems and suggests that issues of governance are taking front stage as the dilemmas and contradictions resulting
from an exclusive focus on specific technical tools of health policy become
